DN 06/2023 – 2023/24 Police Budget, Medium Term Financial Plan and Associated Papers

Following a public consultation, the Police, Fire and Crime Commissioner Fire and Rescue Authority for North Yorkshire proposed a 4.99%, or £14.03, increase of the Police precept, for a Band D property, to the Police, Fire and Crime Panel. This proposal was supported by the Panel and subsequent to this the 2023/24 budget process has been concluded and the papers attached to this paper provide the detail of the financial plans for 2023/24 and beyond

Background

This is a Decision Notice outlining the PFCC’s Police Budget and Capital Plans for 2023/24 and the Medium Term Financial Plans to 2026/27.

There is a legal requirement for the PFCC to set a budget prior to the 1^st March each year for the following financial year. Approving this Decision will ensure that the PFCC’s obligations in this area are met for 2023/24.

The Revenue Budget for 2023/24 is based on the approved £14.03 increase in precept for a Band D property for 2023/24 and sets out how the £201,374k of revenue funding to be received by the PFCC in 2023/24 will be spent. The decision also sets out a capital programme of almost £13m of new schemes for 2023/24 and provides details of how this will be spent.

Decision Record

It is recommended, by the PFCC’s Chief Finance Officer, that the PFCC approves the Budget and Capital Plans for 2023/24 as attached to this Decision along with the Medium Term Financial Plans to 2026/27. In approving this decision the Commissioner is agreeing to the allocation of resources set out within this decision and the associated appendices, and also the detailed recommendations contained within all of the attached papers.

Financial and Commercial

The PFCC’s Chief Finance Officer and S151 Officer has recommended that the PFCC approves the Budget and Capital Plans for 2023/24 as attached to this Decision along with the Medium Term Financial Plans to 2026/27. In doing so the PFCC will have set a balanced medium term financial plan.
