The Mayor has decided to appoint Jo Coles as Deputy Mayor for Policing, Fire and Crime.

Background  

This Decision Notice should be read in conjunction with:

Under s18 Police Reform and Social Responsibility Act 2011 as amended by the York and North Yorkshire Combined Authority Order 2023 – and in the light of the Panel’s unanimous approval – the Mayor appoints Jo-Anna Catherine Coles to the role of Deputy Mayor for Policing and Crime within the meaning of the law.  

In accordance with the Combined Authority Constitution, apart from statutorily reserved matters, the Mayor affords general and specific delegations to the Deputy Mayor for Policing and Crime, including those in respect of the powers and duties of Fire and Rescue Authority. It follows that the role will be known as Deputy Mayor for Policing, Fire and Crime  

The Deputy Mayor for Policing, Fire and Crime serves as a member of staff of the Combined Authority deployed wholly or partly for the performance of the Mayor’s policing, fire and crime functions, for a term commencing 8 July 2024 and enduring for a period commensurate with the Police Reform and Social Responsibility Act 2011 as amended by the York and North Yorkshire Combined Authority 2023.   

The terms and conditions for the role are published at Item 6b Appendices to the Mayors submission for the proposed appointment of DMPFC.pdf (northyorks.gov.uk) and will be published and updated from time to time on the website of the Office for Policing, Fire, Crime & Commissioning.

The Mayor has decided to appoint Jo-Anna Catherine Coles (known as Jo Coles) to the role of Deputy Mayor for Policing, Fire and Crime with effect from 8 July 2024.

The Combined Authority Deputy Monitoring Officer for Mayoral Policing, Fire & Crime functions having read this report and having considered such information as has been provided at the time of being asked to express this view, is satisfied that this report does not ask the Mayor/Deputy Mayor for Policing, Fire & Crime to make a decision which would (or would be likely to) give rise to a contravention of the law.   

Financial and Commercial  

The Assistant Director of Resources (Deputy s73 Officer for Police, Fire and Crime Functions) has advised that the costs associated with this appointment are affordable within the budget and will be funded from the funding that would have previously paid for a Police, Fire and Crime Commissioner.
